The Board of Trustees of the Town of Keenesburg met in regular session on Monday, April 19, 2010 at Keenesburg Town Hall located at 140 S. Main Street. Mayor Kipp called the meeting to order at 7:00 p.m.

 

Pledge of Allegiance

 

Roll Call: Board members present: Trustees Cindy Baumgartner, Steve Brandt, Wendi Tyler, Leroy Blackston, and Richard Traxler, and Mayor Danny Kipp.

Board members absent: Trustee Tony Dreher.

Others Present: Town Clerk, Debbie Chumley

 

Acknowledgement of Departing Board Members: Mayor Kipp acknowledged and thanked Trustee Tony Dreher for his years of public service.

 

Introduction of Newly Elected Board Members—Swearing In: Mayor Danny R. Kipp was re-elected, and was sworn in by the Town Clerk. Newly elected Trustees Steven Brandt, Sandra Beach, and re-elected Richard Traxler were introduced and sworn in by the Town Clerk.

 

Appointments:

 

Town Attorney: Motion was made by Mayor Kipp, seconded by Trustee Traxler to appoint Kathleen Harrington, representing Light, Harrington and Dawes, P.C. as Town Attorney; motion carried 7-0, Mayor Kipp, Trustees Baumgartner, Brandt, Traxler, Blackston, Beach, and Tyler voting yes.

 

Town Clerk/Treasurer: Motion was made by Mayor Kipp, seconded by Trustee Tyler to appoint Debra Chumley as Town Clerk/Treasurer; motion carried 7-0, Mayor Kipp, Trustees Baumgartner, Brandt, Traxler, Blackston, Beach, and Tyler voting yes.

 

Judge: Motion was made by Mayor Kipp, seconded by Trustee Traxler to appoint Ronald Cohen as Town Judge; motion carried 7-0, Mayor Kipp, Trustees Baumgartner, Brandt, Traxler, Blackston, Beach, and Tyler voting yes.

 

 

Mayor Pro-Tem: Motion was made by Mayor Kipp, seconded by Trustee Brandt to appoint Cindy Baumgartner as Mayor Pro Tem; motion carried 7-0, Mayor Kipp, Trustees Baumgartner, Brandt, Traxler, Blackston, Beach, and Tyler voting yes.

 

 

Committees: Mayor Kipp appointed the following committees:

Park: Trustees Beach, Blackston, and Tyler

Streets: Trustees Brandt, Traxler, and Mayor Kipp

 Water/wastewater: Trustee Traxler, Brandt, Blackston and Mayor Kipp

Finance: Trustees Baumgartner, Tyler, Beach and Mayor Kipp

Boards: Mayor Kipp appointed the following boards:

Planning Commission: Trustee Traxler, and Mayor Kipp

Board of Adjustments: All previous members remain and are as follows: Alice Tucker, Dan Croghan, Charlie Dunning, Ron Linnebur, and Karen Johns

 

Mayor’s Address: Mayor Kipp summarized the agenda items for the citizens in attendance.

Consent Agenda   a.         Approval of minutes 03/15/10

c.            Approval of Part-Time Public Works Employee:

Motion was made by Trustee Baumgartner, seconded by Trustee Tyler to approve the consent agenda; motion carried 7-0, Mayor Kipp, Trustees Baumgartner, Brandt, Traxler, Blackston, Beach, and Tyler voting yes.

 

Old Business: 

d.            Sloan Farm Lease/Access Agreement: Mayor Kipp reviewed the changes to the agreement noting item d. extending the time for access to allow a winter wheat crop to be harvested, and access is allowed in lieu of rent. Motion was made by Trustee Baumgartner, seconded by Trustee Brandt to approve the Sloan Farm Lease/Access Agreement; motion carried 7-0, Mayor Kipp, Trustees Baumgartner, Brandt, Traxler, Blackston, Beach, and Tyler voting yes.

     

New Business                  

e.            Presentation of 2009 Audit and review of management letter—Rose Melville: Rose handed out the 2009 audit to the board members and reviewed the document and answered questions.

 

f.             Consideration of Renewal of the Copier Maintenance Agreement: Motion was made by Trustee Baumgartner, seconded by Trustee Brandt to approve the renewal of the copier maintenance agreement; motion carried 7-0, Mayor Kipp, Trustees Baumgartner, Brandt, Traxler, Blackston, Beach, and Tyler voting yes.

Board Member Comments: Mayor Kipp welcomed Trustee Sandra Beach to the Board. 

 

            Committee Reports

 

Finance: Finance committee met on Monday, April 12, 2010.

Water/Waste Water

Parks: New basketball goals are being installed.

Streets: Street sweeper was fixed new rollers and new belt probably replace the brush sometime this year. Marc met with three contractors and is waiting on bids to have the islands removed on Main Street. Bids will come to the board at the next meeting in May.

 

Adjournment: Motion was made by Trustee Tyler, seconded by Trustee Brandt to adjourn the meeting; motion carried 7-0; Mayor Kipp, Trustees Baumgartner, Brandt, Traxler, Blackston, Beach, and Tyler voting yes. Meeting adjourned at 7:45 p.m.
