The Town of Keenesburg town hall and public works will be closed on Monday, January 18, 2016 in observance of Martin Luther King, Jr Day.

          As reported earlier this year the Board of Trustees voted unanimously to increase water and sewer rates. The following rates are effective January 1, 2016:  The new base rate for sewer will be $26.00, and a fee of $3.15 per 1000 gallons of average winter usage.   The water rates increase is 8%.

By now everyone should have received a notice outlining the new calculated sewer rate. Please contact us if you have not received this notice or if you have any questions at all.

          The Town of Keenesburg has entered into an agreement with the Town of Lochbuie to provide law enforcement services to the Town of Keenesburg effective February 1, 2016. This contract will provide for approximately double the coverage that we previously had with the Sheriff’s Department, and will be a positive step for the town, as well as the beginning of a partnership with Lochbuie. Please join us in welcoming this new service and partnership with Lochbuie. In the meantime rest assured that the Weld County Sherriff’s Department will continue to provide the town with the services that they have in the past until we make the change in February.

          The Town of Keenesburg was awarded another grant from the Colorado Department of Local

Affairs!   The town was awarded approximately $200,000.00 to complete water main replacements in four locations as follows:

Owen Street, from Cedar to Pine

Nelson Street from Pine to Elm

Gandy Street from Pine to Elm

Kipp Street from Stewart to Miller

          This project will be incorporated with the Town’s street project in 2016 to replace these streets as well as several overlays and patching of streets yet to be determined. In addition the town was also awarded an additional $15,000.00 planning grant to video the entire sewer system during 2016, to aid in the planning aspect of infrastructure repair and replacement. We continue to strive to stretch our taxpayer’s money to achieve the greatest results possible.

          The Town of Keenesburg will hold municipal elections on Tuesday, April 5, 2016. There are three positions that will be up for election on the Board of Trustees, as well as Mayor. A Town Trustee serves for a four year term, whereas the Mayor serves for a two year term. The Town of Keenesburg has no term limits, and we invite interested residents that would like to contribute their time through public service to consider running for either Trustee or Mayor. Petitions are available to be picked up at Town Hall on Tuesday, January 5, 2016.

Public Works Report

          With winter here, there are a few things to be aware of. If the temperatures fall below freezing please make sure your pets are either inside or have proper shelter. Also, please keep in mind that the Keenesburg Municipal Code requires that sidewalks must be cleared within 24 hours of the last snow fall. So, please make sure your snow removal equipment is ready to be put into action. We also ask that those of you who are on a school route please clear your walks as quickly as possible to enable the school children safe passage.

          The water line from town to the High School is now complete! As soon as weather permits we will be repairing the asphalt on the corner of Woodward and CR 59 as well as the concrete in the driveway at Colorado East Bank. Thank you for your patience through this process.

            The Town of Keenesburg town hall and public works will be closed on Monday, February 15, 2016 in observance of Presidents’ Day.

            As of February 1, 2016 the Town of Lochbuie will be providing law enforcement services to the Town of Keenesburg. The non-emergency phone number is 720-652-4222 and the phone number to the Lochbuie Police Department is 303-659-1395. As always if you have an emergency please call 911 immediately. Please join us in welcoming this new service and partnership with the Town of Lochbuie.

Public Works Report

              We are sad to inform you that the town’s public works director, Marc Johns, has left to pursue other opportunities, although we will miss him, please join us in wishing him good luck in his new endeavors!  

               The Town of Keenesburg has begun the process of selecting a contractor to erect the new water tank!   The bids will be reviewed and a recommendation will be given to the Board of Trustees at the February 16, 2016 meeting. The design will take place in March, permitting April—June, manufacturing of the tank July, and construction is planned to take place August—September.

               The request for bids for the street project/water main replacement/basketball court resurface project will be posted on Rocky Mountain e-bid by Friday, February 5, 2016. The pre-bid meeting will take place at town hall on Friday, February 19, 2016, bids are due by Tuesday, March 8, 2016. We will have a recommendation for the Board of Trustees at their meeting on Monday, March 14, 2016, and estimate the kick off date to be April 15, 2016.

           The Town of Keenesburg has awarded a contract to erect the new water tank to Engineering America. We will advise once we have firm timeline for this project to begin.

          The request for bids for the street project/water main replacement/basketball court resurface project have been posted on Rocky Mountain e-bid. Main Street is scheduled to be swept on the 1st and 3rd Wednesday of each month, please make sure that your cars are not parked on Main street during these scheduled cleaning times. We appreciate your cooperation so that we can keep Main Street looking good.

                Please take some time to stop by town hall and wish Chasity Elliott good luck, as she will be leaving us on April 15, 2016. We wish her much success in her future endeavors! We also have a new face at town hall, please welcome Christina Fernandez who will be taking over Chasity’s position.  

               The Town would like to extend this opportunity for its citizens to shred any unwanted personal documents. The fee will be $10.00 per box (banker’s size box). All items must be dropped off at Town Hall by Friday, May 13, 2016.

               CDOT is running a campaign for anti-distracted driving messages for possible use on highway message signs. Starting Thursday, March 31, the CDOT Facebook page will begin accepting user submissions for messages, and will then put the submission to a public vote. The winning messages may be displayed on highway signs in April.

              We will be holding a meet and greet for the Lochbuie Police Department on Wednesday, April 20, 2016 from 4:00—7:00 p.m. at Korner Kitchen. Please stop in and meet the police officers and ask any questions that you may have. We plan to hold another meet and greet in May, please follow our website and Facebook page for dates.

Public Works Report

            The restrooms at Schey Park will be open mid to the end of April depending upon the weather.

            We received two bids for the street project, and have awarded a bid to Straight-Line Sawcutting, Inc. We will be finalizing the scope of work for this project over the next couple of weeks, and will have a sequencing plan to share soon. Please follow the schedule that will be posted on both our website www.townofkeenesburg.com, as well as the town’s Facebook page. We plan to hold an open house to go over the plan, and timeline for any interested residents, and will announce this date soon.

            All dog licenses issued last year expired May 31, 2016. If you are a dog owner, and have not licensed your dog(s), please do so as soon as possible. The Town requires proof of the following updated vaccinations: Rabies, distemper and parvo. Also, under the Keenesburg Municipal Code, Sec. 7-6-110, the number of dogs is limited to three (3). If you have any questions or concerns, please feel free to drop by or call Town Hall.

              The Town Clerk, Toni, Pearl, recently met with a representative from the Weld County Bright Futures Grant Program. This is a “first-in” educational financial assistance program for high school graduates, GED recipients and U.S. Veterans living in Weld County. The program is funded by donations primarily from Weld County property owners who receive a property tax credit for their donation. The Board of Commissioners designed the program to financially assist students who pursue post-secondary education or training from an accredited higher-education institution or certified training program.              In an effort to help our local businesses with their needs, it is imperative that we are able to identify all home-based businesses. Help us help you! By getting a town business license for a nominal fee of $15 annually this includes a business listing on the town website. We want to work with all of the local entrepreneurs and help you grow. The first step is to know what we have. Your help with this matter is truly appreciated.

              It has come to our attention that we are lacking updated contact information for many of our water/sewer customers. We are working diligently to let our residents know when construction will occur on their streets. In order for us to do this, we need to have up-to-date contact information, which we are missing for many of you. Please call Christina at town hall 303-732-4281 with this information as soon as possible.

             Dogwood Hills Baptist Church from Palestine Texas is excited about bringing a team to Keenesburg (Schey Park) July 10th – 13th. On Sunday July 10th at 6:00pm, there will be a concert at the park. July 11-13th, there will be a Back Yard Bible Club for children pre-k through sixth grade, from 9:00am – 11:30am; also, from 6:30pm – 7:30pm, there will be a city-wide revival with praise and worship followed by preaching. The desire of the Dogwood Hills Baptist Church is to be a blessing to the community in any way possible. If there is a family that is in need of a handicapped ramp or small home repairs, there will be a team of professional carpenters that will help with this need.

Public Works Report

             The street project is well underway! Patching has been completed on Kipp, Elm, Broadway and Dickson. Paving has been completed on portions of Owen, Pine, Crawford, and soon Gandy streets. The entire stretch of Elm street will be paved starting the week of June 6, 2016. In addition, the water line has been replaced on one block of Owen and a half block on Kipp. The pipe replacement on Miller Street should be completed by the end of this week. Paving will begin in the areas where the waterline was replaced beginning the week of June 13, 2016. Thank you for your patience as we continue to work on this project.  

             The public works department is working in the right-of-ways mowing and picking up trash, please be aware of their presence and keep them safe.

          As you may know, a study was conducted on the water and wastewater (sewer) rates to determine the financial capital needs for the next 20 years. The study finding revealed the need to increase water and sewer rates annually. These rates have not previously been raised on an annual basis and actually have only been increased minimally in the last 10 years. To meet financial needs for our water and wastewater funds we must follow the study recommendation to meet our long term goals.

          The sewer rate is based on an average of winter water consumption for December 2015, January 2016, and February 2016. This rate will be adjusted each year based on the average consumption during those months, and will go into effect each year on July 1.

Base Sewer Rate $26.83  Water Rate

$3.35 per thousand                      Up to 6,000 gallons $31.49

                                                   6,001 – 10,000 $2.62 per 1,000 gal

                                                   10,001-20,000 $3.78 per 1,000 gal

                                                   20,001-40,000 $4.66 per 1,000 gal

             This rate is effective from July, 2016 to July, 2017. A new notice will be sent out in April, 2017 to become effective July 1, 2017. Please contact Town Hall if you have any questions or concerns. 

              Please remember that Schey Park is for the enjoyment of everyone, and cleaning up after your dog is a must. We have provided for your convenience, three pet waste receptacles placed in the park just for this purpose. Per the Keeenesburg Municipal Code 11-3-30 (15, and 16) which states that dogs are to be on leashes while at the park or on public property, and that all fecal matter must be removed. Please be advised that if your pet is observed not wearing a leash, and/or you have not cleaned up after your pet, one verbal warning will be given, if another instance is observed, a summons will be issued. Your help with this matter is truly appreciated.

Public Works Report

            The original scope of work for the street project is nearing completion. The remaining work to be completed will include some warranty work, a chip seal on Dickson, as well as some additional streets that have been identified as a priority. The full scope of the additional work is yet to be determined, and is dependent upon remaining funds. We will advise of the additional work once we have compiled the final numbers of the completed work as well as the approved change orders. We thank you for your patience and understanding as we work to improve our town.

           The annual South East Weld County Fair and Rodeo will be held from August 11 – 14, 2016.  The theme for the Fair is Boots, Chaps, and Cowboy Hats.  The parade will take place on Saturday, August 13, 2016 starting at 8:30am.

          The Sunflower Nationals Car Show will be held on Saturday, August 13, 2016 from 9:00am-3:00pm at Schey Park.   Vendor registration:  303-536-4400 or 303-458-1546.

          The End-of-Summer Town Garage Sale will be held September 9th – 11th, 2016.  Please contact Town Hall if you would like to participate.  Your address and the days you will be participating will be listed on the map.  Maps will be available for pick up at Korner Kitchen, Benny’s Burgers and Simpler Times.

          The original scope of work for the street project is nearing completion.  The remaining work to be completed will include some warranty work, a chip seal on Dickson, as well as some additional streets that have been identified as a priority.  Work will begin on Gandy Street between Main and Elm on Thursday, July 28, to saw cut the pavement and replace the pan in front of the fire department as well as extending the curb from Main to the alley for improved drainage in this area.  Beginning on Thursday, August 4th, the milling process will begin on Gandy, as well as Main Street between Woodward and Crawford, with paving taking place on Saturday, August 6, 2016.  Chip sealing on Dickson street  is scheduled for Saturday, August 6, 2016.  We will also be completing some patching on Lambert Street and Lambert Court as well to help extend the life of those streets. 

          Public Works is still in the process of exercising the water valves around town. Please use caution around the crew. It is expected to be completed by the end of August. 

          The Fire Department will be out around town the first couple of weeks of August to test the hydrants. This is an annual event to make sure all hydrants are in good working condition.

          Also, the second week of August, we will be spraying the parking stripes, crosswalks, and double yellows along Woodward, please keep an eye out during this process.

            Keene Clinic - 6th Annual Polka Fest Fundraiser is scheduled for Saturday, October 8, 2016, at the SE Weld County Fairgrounds, from  4:30 – 10:00.  Plans are underway to build an addition to Keene Clinic. They are accepting contributions to expand the facility in order to meet the needs of a growing community. Fabulous German style dinner and huge silent auction.

Public Works Report

             In September, Public Works will be starting the annual sewer jetting program, which will take approximately two weeks to complete. Some residents may experience some odor as we go through your area. The odor should not last long. Please note that running a little water down the drain will help control any odor you may experience. This program is important to keep our sewer system clean and prevent any back-up issues. Along with the sewer jetting, we will be working with DES to create a video record of our collection lines for the purpose of completing a phased replacement plan. This study was made possible by a $15,000 grant from the Colorado Department of Local Affairs.

             The initial scope of work on the street project is complete. We are working to identify other areas that would help to extend the life of our streets, and plan to replace a select number of sidewalks, as well as several drainage pans that are in dire need of repair. We hope to have this additional work completed by the end of September.

Work will begin on the new water tank on October 3, 2016, and should be completed by the end of November.

Code Enforcement  The Town of Keenesburg does have an ordinance (KMC 7-1-40) that requires trash containers be off the street, curb, sidewalk and all other public ways, except for the day of collection, and then only for 12 hours prior to collection and 12 after collection.  Please make sure to remove your trash cans from the street and public right of ways.  In addition to the trash can requirement, it is not allowed to have a container with a capacity of (1) cubic yard or larger (dumpsters) on any sidewalk, street, alley, or public right of way.  These type of containers i.e. dumpsters must be kept on private property on a concrete pad, and must be located behind any structure on the property.  Please be aware of this ordinance, as we will be enforcing this ordinance in an effort to improve the appearance of our neighborhoods as well as preserve our sidewalks, curb and gutter.  If you have any questions, please contact town hall.  Thank you!

Keene Clinic - 6th Annual Polka Fest Fundraiser is scheduled for Saturday, October 8, 2016, at the SE Weld County Fairgrounds, from 4:30pm – 10:00pm.  Plans are underway to build an addition to Keene Clinic.  They are accepting contributions to expand the facility in order to meet the needs of a growing community.  Fabulous German style dinner and huge silent auction.

Trick-or-Treat Street will be held on Saturday, October 29th at Weld Central Middle School, 4pm – 6pm.  This is a Free Event and provided by The Wagoneers 4H Club.  Wear your costume and bring your candy bucket! Weld Central Student Council will be hosting a carnival, games and prizes.

Public Works Report

With winter around the corner there are some things to be aware of during the snowy cold season.  First, when the temperatures fall below freezing, please make sure your pets have proper shelter or are brought inside.  Second, please be aware that the Keenesburg Municipal Code requires that sidewalks must be cleared within 24 hours of the last snow fall.  So, please make sure your snow removal equipment is ready to be put into action.  We also ask that those of you who are on a school route please clear your walks as quickly as possible to enable the school children safe passage.  Third, if the weather is calling for snow please don’t park your cars on the street it makes it difficult for public works to plow the streets efficiently.  Lastly, the restrooms at Schey Park will be closed for the winter beginning in October.  Please do not attempt to use the restrooms as they will be locked and winterized.  The restrooms will reopen in May 2017.

The 2017 Budget was presented to the Board of Trustees on October 10, 2016 and is available at Town Hall for review upon request. The public hearing for adoption is scheduled for Monday, December 12, 2016. 

Growth in 2016 – As this year is coming to an end, it is evident that Keenesburg is growing!  The growth is demonstrated by the issuance of two commercial building permits and three new residential building permits.   The Town has also completed two annexations this year, which are located at the Weld Central complex and AmberChris, LLC, where Eagle Precast is located at 29378 Hwy 52.

The Public Works team has finished painting all the fire hydrants around town. We have received several inquiries as to why this color was chosen. The color identifies the hydrant’s strength of water flow for the Fire Department. In an emergency, this can be a quick and useful tool for them. During the month of December, we will finish painting the curb and gutters in front of the hydrants, which will indicate a restricted parking area. This allows access for the fire trucks.
