January Meeting Schedule:

Anonymous Gifts The Town would like to extend a big Thank You to the two Anonymous people who generously donated a total of $265 for families in need this Holiday Season. The Town picked four families randomly from the disconnect list and paid a portion of their bill to remove them from the list.

Lochbuie Police Department: On the evening of December 23, 2016, Lochbuie Police Officer Michael Anderson was involved in an off-duty traffic accident and we are saddened to say he succumbed to his injuries.  A Go Fund Me page has been established in his name and will go toward the support of his family.  As a community, we can help.  Please visit the following address to donate:  https://www.gofundme.com/for-fallen-officer-mike-anderson

Congratulations to the Gray Cara assisted living facility for celebrating their 30th Anniversary! 

Please notify Town Hall of any street lights that are out.  We appreciate residents working together with the Town to ensure all street lights are working properly.  This process will take a few weeks to be resolved.

The Lochbuie Police Department has given some tips to safeguard your belongings:      

  • Turn on porch lights at night
    • Close garage doors 
    • Lock car doors
    • Keep all valuables out of sight

Code Enforcement  The Town of Keenesburg does have an ordinance (KMC 7-1-40) that requires trash containers be off the street, curb, sidewalk and all other public ways, except for the day of collection, and then only for 12 hours prior to collection and 12 after collection.  Please make sure to remove your trash cans from the street and public right-of-ways.  In addition to the trash can requirement, it is not allowed to have a container with a capacity of (1) cubic yard or larger (dumpsters) on any sidewalk, street, alley, or public right-of-way.  These type of containers i.e., dumpsters, must be kept on private property on a concrete pad, and must be located behind any structure on the property.  Please be aware of this ordinance, as we will be enforcing this ordinance in the 2017 New Year in an effort to improve the appearance of our neighborhoods as well as preserve our sidewalks, curb and gutter.  If you have any questions, please contact Town Hall.  Thank you!

The 2017 Budget was presented to the Board of Trustees on October 10, 2016 and is available at Town Hall for review upon request.  The Town Board adopted the budget during their meeting on Monday, December 12, 2016.

Public Works Report 

Public Works has been hard at work with several projects to improve the safety in our community. We have installed new signage around town, which include: neighborhood watch, speed limit and stop signs.  The new water tank is installed and will be put into service in January. This will double the town’s water capacity allowing for increased volume for emergencies during those warm summer days.

2017 Budget. The Town of Keenesburg Trustees adopted the 2017 budget on December 12, 2016.  The budget is available for your review on our website at townofkeenesburg.com. 

Rabies Clinic Please be aware that the Town holds an annual Rabies Clinic for your convenience to vaccinate pets (dogs & cats.)  This service is offered in either late April or early May and at a discounted rate by a licensed veterinarian.  Also, all dog licenses will expire May 31, 2017 at which time, everyone is required to renew.   Keep an eye out for the scheduled date.

In an effort to help our local businesses with their needs, it is imperative that we are able to identify all home based businesses.  Help us help you, by getting a town business license for a nominal fee of $15 annually this includes a business listing on the town website.  We want to work with all of the local entrepreneurs and help you grow.  The first step is to know what we have.  Your help with this matter is truly appreciated.   

Keene Thunderbolts 4H Club is having a St. Valentine Dinner and Karaoke fundraiser, Saturday, February 18thfrom 4-9 at the SE Weld County Fairgrounds.  Cost: $8 – Adults, $5 – Seniors & Kids 4 – 12.  Come support the Thunderbolts 4H Club with a Mexican themed dinner and rock the evening away!

Public Works Report 

The new water tank is installed and is in service!  This has doubled the town’s water capacity and allows for increased volume for emergencies during those warm summer days. 

Please remember that you need to have your dogs on a leash when walking them around town and at the park. We have received several calls from concerned residents about dogs being off their leash.  If you are walking them at the park, please make sure to pick up after your animals. We have installed trash receptacles for your convenience.

Public Works Opening

The Town of Keenesburg is seeking a full time public works employee.   Experience with water, wastewater, streets, parks, and equipment maintenance is desirable, must be able to operate a variety of equipment. The Easter Egg Hunt will be held on Saturday, April 15, 2017 starting at 11:00am for children up to 11 years-old.  It will take place at Schey Park.  This is a rain or shine event!  Please plan to attend and bring your own basket.

This event is for the convenience of town residents to vaccinate pets (dogs & cats.)  This service is offered at a discounted rate by a licensed veterinarian. Every dog within Town limits must be vaccinated.  Also, all dog licenses will expire May 31, 2017 at which time, everyone is required to renew.  In order to license your dog, you must provide proof of rabies, distemper and parvo vaccinations.   

The Shred Event is scheduled for Saturday, April 29, 2017 from 9:00am – 12:00pm at Hudson Town Hall, 557 Ash Street.  The SE Weld Chamber, Towns of Hudson, Keenesburg and Lochbuie would like to extend this opportunity for its citizens to shred any unwanted personal documents at no charge.

Chickens

The Board of Trustees has approved the keeping of chicken hens within Town limits.  Please visit Town Hall to complete the permit process, and is as follows:  a completed application;  a maximum of four (4) chickens per residence; the fee is $5.00 per chicken.  The license will be valid January 1st through December 31st of the year.  You must renew the license each year.    

Business License renewals have been sent to all businesses as they expire yearly on January 1st.  If you did not receive a renewal application, or would like to complete a new business license application, please contact Christina at Town Hall to complete this process.  The Town requires all businesses within Town limits to be licensed.  The license fee is $15.00 per year.

Public Works Report

Public Works will be starting work at the town park. The restrooms will be open on May 1, 2017.  Remember that dogs must be on a leash and cleaned up after. There are several trash cans located around the park for your convenience.  If you are planning an event at the park, please contact Town Hall to let us know. We will make sure that we do not flood irrigate the park or lock the bathrooms.

Public works will be out on the streets starting to weed spray the ROW and curb and gutters; please drive with caution when you see us. The restrooms at Schey Park will be opening on May 1st, let’s make sure that we all do our part to keep them clean and safe for everyone.  Also, we have installed new basketball and soccer nets, please make sure that people are not climbing on the soccer nets for your wellbeing and safety; we do not want anyone to get injured by climbing them.

Siren Testing

The Weld County Office of Emergency Management will be conducting a test of the emergency warning sirens on Saturday, May 6, 2017 at 10:00am. The sirens will sound for 30 seconds to one minute. 

Dog Licenses will expire May 31, 2017.  Please be sure to license your dog(s) before this date.  The license is $5.00 per dog and proof of Rabies, Distemper and Parvo vaccinations are required. 

The Book Mobile will be at Schey Park on the 1st & 3rd Thursday for the months of June & July from 9:30am – 11:00am. 

Town Clean-up

The Town has scheduled the annual Town Clean-Up day for Saturday, June 3, 2017, 8:00am – 1:00pm.  You must present your water bill as proof of residency.   You will be allowed two (2) dumps per household and all loads must be covered!  The following items will not be accepted: tires of any kind;  e-waste, computers, TV’s, LCD’s, electrical/recyclables); liquid (oil, solvents, paint, pesticides, etc.) hazardous waste, universal waste (batteries, fluorescent lights, used oil, etc.); and Freon appliances.  Please contact Buffalo Ridge Landfill for further inquiries: 303-732-0218.

Dogwood Hills Baptist Church will be at Schey Park June 25 – 28.  They will have having a block party at Schey Park on the 25th and Vacation Bible School the 26th -28th for the kids.  There will be a family night in evening of the 28th as well, for families to pick up the crafts made by the kids in VBS.

Public Works Report

Public works will be doing maintenance throughout the summer in the streets and Right-of-ways. Please drive safely around the crew.

Park restrooms are now open and we are already experiencing vandalism. Please make sure that we all do are part in keeping them clean and usable for the public. We want to make sure that they are available for everyone to use.  Remember to contact Town Hall and let us know when you have events at the park; this will ensure that the restrooms will be open and sprinklers will be turned off.  Also, please be sure to clean up after your event.

Colorado Mosquito Control monitors the mosquito traps around town to determine the fogging needs.  If you have a request for the fogging route, please contact Rob at CMC, 303-428-5908.

Peddler’s License

In an effort to increase the safety of our residents all solicitors and peddlers are required to obtain a license from the Town to sell or solicit merchandise or goods.  If someone is soliciting in your area please ask to see their license, as they are issued to each individual and they are required to keep their license with them at all times.    

The Monthly Lochbuie Police Report that is presented to the Board of Trustees each month is now available on the Town’s Website at townofkeenesburg.com.

Please continue to use caution as you pass by the crew in the Right of Way.  There are a few upcoming projects that Public Works would like everyone to be aware of; in August, we will be painting the streets and crosswalks, and September, we will be starting our annual sewer jetting project.

Park restrooms are open and we have been experiencing multiple cases of vandalism. Please make sure that we all do are part in keeping them clean and usable for the public. We want to make sure that they are available for everyone to use.  Make sure to contact Town Hall and let us know when you have events at the park. This will ensure that the restrooms will be open and sprinklers will be turned off.  Also, please be sure to clean up after your event.

Chapter 7 of the Keenesburg Municipal Code has been updated, it was adopted at the Board meeting July 17, 2017 and will be in effect August 19, 2017. The code will read as follows:

Sec. 7-1-40 Collection and disposal of refuse and rubbish and location of trash containers.

(a)Each occupant and owner of any premises wherein refuse and rubbish is produced or accumulated shall be jointly and severally responsible to provide for collection and removal of refuse and rubbish in compliance with the requirements of this Article to maintain the premises in a clean and orderly condition.                                      

(b)No trash containers of any type may be stored on any street, alley or public right-of-way, and shall be placed only on private property for storage. 

(c)  No dumpsters or dumpster type waste containers having a capacity of more than 96 gallons shall be allowed in an R-1 zone district or on a property within any zone district upon which a single-family dwelling is located (an “R-1 use”), except estate zoning of one acre or more. Any existing dumpster that is in compliance with Section 7-1-40 at the time this ordinance becomes effective may remain in use subject to a permit being issued by the Town Clerk, which permit shall be renewed annually upon the property owner or occupant demonstrating continued compliance with such requirements and any conditions of the permit. Any dumpsters located in an R-1 zone or R-1 use for which the permit has expired, or for which the property owner or occupant has not demonstrated continued compliance with all requirements, shall be unlawful and shall be permanently removed by the property owner or occupant upon notice by the Town. Refuse containers shall remain covered at all times, secured and placed where they are protected from spillage by animals, wind or other elements and concealed from public view, except on collection day and then only for a maximum of twelve (12) hours before and twelve (12) hours after the scheduled time of collection.

(d)In estate and agricultural zone districts of one acre or more, dumpsters or other waste containers must be located behind the primary structure and shall be concealed from public view except on collection day and then only for a maximum of twelve (12) hours before and twelve (12) hours after the schedule time of collection. All dumpsters must be placed on a concrete or asphalt pad.

(e)  Alley locations of dumpsters and other waste containers in all other zone districts shall be kept upon a concrete or asphalt pad. Dumpsters and other waste containers must be located behind the primary structure on the property and in the case of a corner lot shall be located behind the back line of the primary structure and shall remain covered at all times and kept in a clean and sanitary condition.

(f)  For multifamily dwellings or business premises that have no place for storage of trash containers behind the primary structure, or for multifamily dwellings or business premises where trash haulers cannot access dumpsters in the rear of the property, the property owner or lessee may apply for a permit from the Town to allow a screened front setback placement of dumpsters or other trash containers, such permit to be issued by the Town Clerk or his or her designee. This section does not apply to trash containers placed with approval of the Town in parks and on the downtown sidewalks for public use.

Pedal The Plains

The Town of Keenesburg has been selected to be an overnight town for the Pedal the Plains bicycle tour. The Keenesburg Chamber of Commerce is honored to host this event on Friday, September 15, 2017. They expect approximately 1200 people for that evening that will double our population for one night! As you can imagine, there is lots to do before that date arrives to prepare for this event. The last board meeting was held July 17, 2017. The board approved an update to chapter 7 of the municipal code through ORDINANCE 2017-10. This ordinance is posted on our website, and an excerpt regarding trash containers is included in this newsletter. The board also approved ORDINANCE 2017-09 adopting the Southeast Weld Fire Protection District fire code by reference. There were a few items that were exempted from the 2012 fire code as it was adopted by the SEWFPD, and the town adheres to the same code as the district. One of the requirements of the fire code is to have your address clearly identified and visible from the street. This requirement is intended to help emergency responders and decrease response time. Please take the time to assure that your property is clearly marked with your address. 

The board is also holding several work sessions to continue to review and update the municipal code. The next working meeting is on Monday, August 14, 2017 at 6:00 p.m.

Neighborhood Watch held a meeting on Saturday, July 29 at 2:00 p.m. This was a very informative and productive meeting. Discussion took place about speeding on the residential streets, curfew, and the types of calls that Lochbuie is responding to in Keenesburg. The Lochbuie Police Department had three officers at the meeting to address resident concerns, and to answer questions. New block captains volunteered to join the neighborhood watch group in their efforts to help law enforcement by observing and reporting. The next meeting will be held on Saturday, August 19, 2017 at 2:00 p.m. at Town Hall, please plan to attend and support this group as we all work together to keep our town safe and reduce crimes of opportunity.

Public Works Report

There are several projects that the Public Works department are completing and have planned for the near future. Public works will begin painting crosswalks and parking stripes during the month of August. Please use caution when driving around the crew when they are in the road. Also, we have been working on improving public safety by adding signage; and increasing the number of MPH signs using new high visibility signage. If you have any concerns or have an area that you feel could use signage, please contact Marc Johns at mjohns@rtebb.net.

Additionally, we are improving the newly named John and Emma Meier Park located on Miller Street. A new sign for the park has been erected, and will soon be engraved, as well as the addition of new mulch for the park surface. In September, we will start the annual sewer jetting program. It is common during this process that some odor may be present in your house. When we do this, it can pull water out of the pea traps in the house which causes the odor. Running a little water back down will help with the odor.

Help us showcase our community and participate in welcoming these visitors.  

Chapter 7 of the Keenesburg Municipal Code has been updated, and is now in effect. Section 7-1-40 relates to the placement of trash containers and dumpsters. The full text of this section is available on our website, please refer to ordinances, it is in Ordinance 2017-10.

If you need a permit for a dumpster, they are now available at Town Hall and are posted on our website as well, please be sure to get your permit submitted as soon as possible.

Four people were appointed to the Board of Adjustment and are Karen Johns, Mark Gray, Matthew Klausner, and Cindy Baumgartner. This is a three-year term and appointees will serve until April of 2020. The Board of Adjustment meets when an appeal is filed with the Zoning Administrator in regard to any requirement, and or decision made in regard to zoning regulations, or if someone files for a variance. We are still in need of one more person to sit on the Board of Adjustment, please contact Town Hall if you are interested.

The speed limit on Market Street was discussed, and the consensus of the Board was to request that the Colorado Department of Transportation reduce the speed limit from 30 mph to 25 mph. Staff was directed to contact CDOT and begin the process.

Rose Melville was engaged to complete the Town’s 2017 Audit, at a cost of $10,500.00
The board approved a donation to the Weld RE-3J Education Foundation of $250.00.
The board held an executive session to discuss the possible purchase of property.

Town Manger’s report:

The town is working on an Intergovernmental Agreement with the School District.

Warranty work on Elm street is to be completed by the end of August.

The town is nearing completion of the project needs assessment as a requirement for the loan application with Colorado Department of Health and Environment for a loan through the State Revolving Fund.

We have received a sub-division sketch plan application for a 9-10 lot development on the west side of North Cedar Street.

To date, five residential and two commercial building permits have been issued for new construction. All lots in Fair Meadows are now sold or under contract to be sold.

The draft budget will be presented at the September meeting.

Sales tax revenue has increased 14% to date over 2016.

The results of the survey will be available to be reviewed by the board at the September meeting. Once the board has had the chance to review the results, three public meetings will be scheduled to review the results with the residents. The purpose of the meetings is not to only review the results but also to further define what these results mean. A committee will be formed consisting of residents, elected officials, and staff to compile the information gained from the public meetings, and the group will work to help determine actions and or projects and prioritize these to best address the areas of most concern. Once this is complete, it will be presented to the Board for possible inclusion into the budget.

Neighborhood Watch held a meeting on Saturday, August 19, 2017, in attendance were Ken Gfeller, Christa Coleman, and Mayor, Danny Kipp. The group discussed actions that will help improve safety in our community. 1. Please be aware that all door-to-door salesman must possess a peddler’s license through the town, make sure to ask for this if someone comes to your door soliciting sales. 2. Cleaning up the alley ways, and removing weeds will help to eliminate places for intruders to hide. 3. Please make sure to leave your porch lights on during the evening to deter crimes of opportunity. 4. If there are street lights that are not illuminated please get the number on the pole and report this to Town Hall so that we can get these repaired. 5. Working to get more signs in place “Children Playing” to help slow drivers down and improve safety.

Public Works Report

Public works will begin the annual sewer jetting program this monthThis is a 4-5-week program that helps keep everything flowing properly. This program cleans all the sewer lines in town with a high-pressure water jet, which can create odor in the house. This odor comes from pulling the water out of the pea traps. If you notice an odor after we have been in your area, just run a little cold water down the drain to help clear it out. Also, we will continue to work on road and sign repair. Please use caution when driving around the crew, as they will be in the road.

As the cold weather approaches, we will be preparing for snow fall. With winter and snow around the corner, Public Works will continue to work hard to keep the roadways clear and safe. We start with plowing the main roads and work out from there. The process that will used is to first clear the center of the street, and then return to clean up the edges once the entire town has an open center lane. We will try our best to help people get out of their driveways after all the road ways have been cleared. It may take some time before we can assist with driveways - so please, be patient. If there is notice of a storm coming, please try to park cars off the right of way; which allows Public Works to clear the roads and access driveways.

Neighborhood watch held a meeting on Saturday, September 30, 2017.  The group discussed the possibility of additional street lighting near the alley located at Main and Woodward.  They also wanted to reiterate to the residents the importance of leaving their porch lights on to deter criminal activity.  The next meeting is scheduled for Saturday, November 11, 2017 at 2:00 p.m. at Town Hall.  Please plan to attend and support this group in their efforts to make Keenesburg a safe place to live, work, and play.

Pedal The Plains bicycle tour was a great success! The board held a public hearing on the Diamond K subdivision sketch plan on September 18, 2017.  There was some testimony regarding the water pressure on the North side of town and concerns, staff was directed to consider how the system is operated and to look at ways to improve the operation of the booster station.  The sketch plan was approved with conditions that will be addressed on the preliminary and final plats.

An annexation agreement was approved between the Town of Keenesburg, and Richard and Heidi Robertson, and Aaron and Lori Kaiser for the RK annexation.  This annexation petition was submitted to the Town on and further proceedings will move forward beginning with substantial compliance scheduled to be considered on October 16, 2017.

Town Manger’s report:

The Town continues to negotiate an Intergovernmental Agreement with the School District.

The 2018 draft budget was presented to the Board of Trustees.

The survey results were presented to the board, and three community meetings were scheduled to review the results with the residents.  This is the first in what I plan to be an annual review.  It is imperative that we have public input so that we can work together to improve and increase the services that the Town provides to its taxpayers.  Please plan to attend one or more of the meetings. I am seeking out interested parties to serve on a committee that will help to identify actions and or projects will help to shape the present and future of Keenesburg. 

New signage has been placed on Crawford and Trader “children playing” to alert drivers of the need to pay close attention to improve the safety in our neighborhoods.  Public works will continue to evaluate areas that need additional signage. 

We continue to work on financing options to accomplish our sewer line rehabilitation to assure that needed services can continue far into the future with no interruption and alleviate costly repairs.

Please watch the newsletter for an upcoming election training that will be held in early December for all parties interested in serving the residents through the public service of an elected office.

Town Manager’s Report

There were two candidates to fill the open Trustee position on the board. Juanda Hesse and Bruce Sparrow, both submitted a letter of interest and summarized their past experience and qualifications to serve the Town of Keenesburg. Due to a tie vote, the appointment was tabled until Thursday, October 26, 2017.

The board approved an amendment to a site license agreement with Roggen Telephone, and extended our agreement to allow the placement of wireless facilities on our water tower until October 31, 2020.

A public hearing was held to repeal and reenact Chapter 16 of the Keenesburg Municipal Code. The Planning Commission has worked on updating the town’s zoning codes for many months, and recommended approval of this ordinance to the board.

The board adopted a resolution finding substantial compliance for an annexation petition that has been submitted to the Town of Keenesburg. This annexation is known as RK annexation and is located west on CR 398 just past the RV park and consists of approximately 15 acres, with a requested zoning of heavy industrial.

The board approved a request to place an add in the WCHS yearbook in the amount of $75 and a donation of $60.00 to provide a yearbook for an underprivileged student.

The board held a special meeting on Thursday, October 26, 2017, at which Juanda Hesse was appointed to fill the open Trustee position to serve until the next election that will be held on Tuesday, April 3, 2018.

 An IGA (Intergovernmental Agreement) with School District RE-3J was approved. This agreement provides the framework for the district and the town to work together in the design of a wastewater collection system to convey the wastewater to the town’s treatment facility from the Weld Central Complex.

The board approved the expenditure of $15,000 to purchase gravel for placement on Rd 16. This road is in dire need of maintenance, and we expect that this purchase will gravel approximately 1/2 mile of CR 16 west of Elm Street.

Following the special meeting a work session was held to discuss the proposed 2018 budget, with topics that included an increase in law enforcement; staffing; salary levels, possible ballot questions for the April election; Officer duties of Mayor; Trustees, Town Manager, Town Clerk, code of ethics, conflict of interest policies, and 2018 meeting schedule. Work sessions are designed to allow the board to gather more information hold discussions, make suggestions, and ask questions. No decisions are made during these meetings, all decisions on town business are made during a regular or special meeting of the Board of Trustees.

Public Works has added several new signs around town to increase pedestrian safety. We are also looking at adding signage on Woodward and CR 59 at the crosswalks. These new signs will be in the middle of the road to alert drivers that it is required by law to stop at all crosswalks.

The restrooms at Schey park have been closed for the winter and will open again in May. We have installed signage at the newly named John and Emma Meier Park, which is located on Miller Street. There has been a stone erected with engraving to be completed very soon.

Keenesburg Municipal Code Sec. 11-1-10.  Removal of snow or ice.

It shall be unlawful for any owner or occupant of any lot, block or parcel of ground within the Town, or any agent in charge of such property, to allow any snow or ice to accumulate or remain upon any sidewalk alongside such property longer than twenty-four (24) hours from the time of the last accretion of such snow and ice.

Please be sure to clear sidewalks within 24 hours. This helps with safe travel to and from school.

The Town of Keenesburg will hold Municipal Elections, Tuesday, April 3, 2018.     There are five (5) Trustee positions that will be up for election, as well as the Mayor. A Town Trustee usually serves a four-year staggered term. In this election, three trustees with highest number of votes will serve four-year terms, and two Trustees with lower number of votes will serve two-year terms. The Mayor will serve a two year term.   We invite interested residents that would like to contribute their time through public service to consider running for either Trustee or Mayor. Petitions are available to be picked up at Town Hall on Wednesday, January 3, 2018.

If you are planning on running for Election, please plan to attend the Election Training scheduled for Tuesday, December 12th at 7:00 pm at Town Hall.

Planning Commission Vacancy

The Town currently has an open seat on the Planning Commission. The Commission holds at least one regular meeting each month and implements provisions of Chapter 16 (zoning and land use code) of the Keenesburg Municipal Code. Please contact Town Hall if you have an interest in this position.

Porch Lights

The Lochbuie Police Department recommends leaving porch lights on in the evening to increase safety and deter crimes of opportunity.

Board Update

The Board of Trusteesmeets every month on the third Monday at 6:00 p.m. These meeting are open to the public and we invite you to attend to have a voice in your government. We welcome attendance, and offer an opportunity for public comment about any topic that is not on the agenda. Our attendance at these meetings has been minimal for many years and we want and encourage anyone to attend, whether it is to be more informed about what is going on in your government or if it is to make suggestions - we welcome you!

The last Board meeting was held November 20, 2017; a summary of business is below. The full minutes of the meeting will be posted on the town’s website once they are approved at the December meeting.

Town Manager’s Report

Sergeant Ramirez of the Lochbuie Police Department presented the police report to the Board of Trustees. Patrol hours continue to increase as officers spent 113 hours in connection with activity in Keenesburg; 100 calls were taken in the month of October.

The survey committee reported to the Board of Trustees two recommendations for inclusion into the 2018 budget. These recommendations were as follows:

  1. Implement a water filter program to help improve the taste of the water. It was recommended that the town offer inline filters to residents at 50% cost. The requested budget amount for this was $1500.00.
  2. Beautification of Main Street with the possibility of installing flower boxes; the requested budget amount was $2500.00. The committee will meet again on January 9, 2018 at 7:00 pm.

A Public Hearing was held for a minor subdivision of the Expedition Water Solutions annexation located east on CR 398. This minor subdivision was approved splitting that property into two parcels: lot one approximately 118 acres, and lot two approximately 171 acres.

A public hearing was held for the 2018 budget, no comments were received. The board discussed the draft budget and asked that the items requested by the survey committee be included into the budget.

The salary for the Municipal Judge (Melissa Beato) was approved at $350.00 per court session.

The SJB annexation agreement amendment was approved which removed water restrictions that were in place when the agreement was orginally approved in 2000.

The Board of Trustees held an executive session to review employee evaluations.

The upcoming Board of Trustees meeting agenda for December 11, 2017 will include the following:

  • Adoption of the 2018 Budget
  • Public Hearing for the RK annexation (approx. 15 acres located east on CR 398 approx. 1/2 mile east of the RV park)
  • Conflict of interest policy
  • USDA Loan resolution
  • Employee Benefits
  •  Mayoral duties compensation discussion
  • 2018 board meeting schedule (possible change of meeting dates and times)

This list may change and is not all inclusive of the business that the Board of Trustees will be considering in December.

The Town has been approved for a USDA loan in the amount of $496,000.00 to be combined with a $300,000.00 energy impact grant that was awarded to the town in January of 2017. There are many conditions that need to be met for the USDA loan and staff is busy working through those conditions to allow the town to publish a request for bids to complete the sewer collection line repair and replacement project. The town plans to replace and or repair by way of slip lining all of the current clay sewer collection pipes in town. This upgrade will assure the safe and efficient operation of the town’s wastewater collection system for many years into the future.

Tonya Pitcher has volunteered to create a clean up assistance group. The intention of this group is to help residents that need assistance cleaning up their yards and areas around their homes. Public Works Report

Please welcome our new Public Works employee! Sylvia Botelho has joined the Town of Keenesburg Public Works team. Sylvia bring experience from the Town of Estes Park.

The restrooms at Schey park have been closed for the winter and will open again in May. We have installed signage at the newly named John and Emma Meier Park, which is located on Miller Street. There has been a stone erected with engraving to be completed very soon.

With winter and snow around the corner, we will continue to work hard to keep the roadways clear and safe. We start with plowing the main roads and then work to clear secondary roadways. First, we clear the center of the street, and then return to clean up the edges once the entire town has an open center lane. We will try our best to help people get out of their driveways after all the roadways have been cleared. It may take some time before we can assist with driveways – we appreciate your patience! If there is notice of a storm coming, please try to park cars off the right of way, this allows Public Works to clear the roads and access driveways.

Keenesburg Municipal Code Sec. 11-1-10.  Removal of snow or ice.

It shall be unlawful for any owner or occupant of any lot, block or parcel of ground within the Town, or any agent in charge of such property, to allow any snow or ice to accumulate or remain upon any sidewalk alongside such property longer than twenty-four (24) hours from the time of the last accretion of such snow and ice.

Please be sure to clear sidewalks within 24 hours. This helps with safe travel to and from school.
