TOWN OF KEENESBURG BOARD OF TRUSTEES MEETING AGENDA TUESDAY JULY 19, 2011 7:00 p.m. KEENESBURG TOWN MEETING HALL 140 S.MAIN STREET, KEENESBURG, CO 80643
The Board of Trustees of the Town of Keenesburg met in a regular session on Tuesday, July 19, 2011 at Keenesburg Town Hall located at 140 S. Main Street. Mayor Kipp called the meeting to order at 7:00 p.m.
Pledge of Allegiance
Roll Call: Board members present: Trustees Cindy Baumgartner, Steve Brandt, Richard Traxler, Leroy Blackston, and Sandra Beach, and Mayor Danny Kipp. Board members absent: Trustee Wendi Tyler Others Present: Debra Chumley, Town Clerk, Kathleen Kelly, Town Attorney
Public Comments: None.
Consent Agenda: a. Approval of minutes 06/20/2011 b. Approval of minutes 07/05/2011 c. Approval of Bills: Motion was made by Trustee Baumgartner, seconded by Trustee Brandt to approve the consent agenda items; motion carried 6-0, Mayor Kipp, Trustees Baumgartner, Brandt, Traxler, Blackston, and Beach voting yes.
Old Business: d. Approval of 2010 Audit: After reviewing the 2010 Audit Motion was made by Trustee Baumgartner, seconded by Trustee Beach to accept the 2010 audit as presented; motion carried 6-0, Mayor Kipp, Trustees Baumgartner, Brandt, Traxler, Blackston, and Beach voting yes.
e. RESOLUTION 2011-08 Development Incentives: The board discussed each section of the draft resolution, the board directed staff to revise section 2 to read in the event that incentives are granted they may be in the form of rebates, a waiver of any fees, or both. This resolution will be revised and will appear on the agenda for the next meeting.
New Business: f. Humane Society Contract Renewal: The town clerk advised that this contract represents the same terms and cost as last year’s contract there have been no changes. Motion was made by Trustee Baumgartner, seconded by Trustee Brandt to approve the Humane Society Contract; motion carried 6-0, Mayor Kipp, Trustees Baumgartner, Brandt, Traxler, Blackston, and Beach voting yes.
g. Sloan Easement Agreement: The board will review this easement agreement, as well as allow time for Sheree Sloan to review its contents. There was no action taken on this item, and it will be on the agenda again for the next meeting.
Board Member Information and discussion: h. 1) June Well Flow Data 2) WC Communications IGA Cost Sharing Formula 3) Public Works Job Description: the public works job has been posted and will close for application on August 10, 2011. The Mayor will bring recommendations back to the board at the August meeting. The main focus is to find someone who will work rather than a director, and the possibility of hiring two people is being looked at as well. The budget will be reviewed and a recommendation will be presented to the board in August. Staff Reports:
Legal: There was no information to update the board in regard to the missed Pioneer payment to the town. Kathleen is in contact with their attorney, more information will follow. Engineering: None. Public Works: Fire hydrants have been repaired.
Committee Reports:
Finance: none met July 11, 2011. Water/Waste Water Parks Streets
Board Member Comments: Trustee Cindy Baumgartner and Sandra Beach both thanked the board for the opportunity to attend the CML conference. They both agreed that it was a valuable learning experience, and suggested that if anyone else on the board had the opportunity to attend next year, that they would highly recommend it. There was a diverse choice of breakout sessions to attend, that were very informative.
Mayor Kipp advised the board that there will be quotes hopefully in next month’s meeting packet to install a street pan at Gandy to help with drainage in that area. In addition, the town is looking at installing a culvert on North Ash to divert water to the retention out lots that are present at the Lost Creek Commons development to alleviate drainage issues on the North side.
Adjournment: Motion was made by Trustee Baumgartner, seconded by Trustee Traxler to adjourn the meeting; motion carried 6-0, Mayor Kipp, Trustees Baumgartner, Brandt, Traxler, Blackston, and Beach voting yes. Meeting adjourned at 7:50 p.m.
