SE Weld Jr. Fair & Rodeo Parade Saturday, August 12th at 8:30am. Parade registration begins at 7:00am in the Keene Clinic parking lot. Parade floats will line up on Main Street, south of Crawford Street. You must be registered to participate in the parade.

Town Survey - We want to hear from you!This survey is the first in many years, and will be an annual survey moving forward. The purpose of this communication is to help your elected officials work on projects that are important to you and to determine a road map for our future. The survey was mailed to all residents mid-July. It is also available on the Town website and at the following web address: https://surveymonkey.com/r/Keenesburg 

If you are completing this survey on the paper form please return it to Town Hall, by mail, or you can place it in the payment drop box located on the north side of the building. Please return these surveys by August 31, 2017.

 

Chapter 7 of the Keenesburg Municipal Code has been updated, it was adopted at the Board meeting July 17, 2017 and will be in effect August 19, 2017. The code will read as follows:

Sec. 7-1-40 Collection and disposal of refuse and rubbish and location of trash containers.

(a)Each occupant and owner of any premises wherein refuse and rubbish is produced or accumulated shall be jointly and severally responsible to provide for collection and removal of refuse and rubbish in compliance with the requirements of this Article to maintain the premises in a clean and orderly condition.

                                                                                                  

(b)No trash containers of any type may be stored on any street, alley or public right-of-way, and shall be placed only on private property for storage.

 

(c)  No dumpsters or dumpster type waste containers having a capacity of more than 96 gallons shall be allowed in an R-1 zone district or on a property within any zone district upon which a single-family dwelling is located (an “R-1 use”), except estate zoning of one acre or more. Any existing dumpster that is in compliance with Section 7-1-40 at the time this ordinance becomes effective may remain in use subject to a permit being issued by the Town Clerk, which permit shall be renewed annually upon the property owner or occupant demonstrating continued compliance with such requirements and any conditions of the permit. Any dumpsters located in an R-1 zone or R-1 use for which the permit has expired, or for which the property owner or occupant has not demonstrated continued compliance with all requirements, shall be unlawful and shall be permanently removed by the property owner or occupant upon notice by the Town. Refuse containers shall remain covered at all times, secured and placed where they are protected from spillage by animals, wind or other elements and concealed from public view, except on collection day and then only for a maximum of twelve (12) hours before and twelve (12) hours after the scheduled time of collection.

 

(d)In estate and agricultural zone districts of one acre or more, dumpsters or other waste containers must be located behind the primary structure and shall be concealed from public view except on collection day and then only for a maximum of twelve (12) hours before and twelve (12) hours after the schedule time of collection. All dumpsters must be placed on a concrete or asphalt pad.

 

(e)  Alley locations of dumpsters and other waste containers in all other zone districts shall be kept upon a concrete or asphalt pad. Dumpsters and other waste containers must be located behind the primary structure on the property and in the case of a corner lot shall be located behind the back line of the primary structure and shall remain covered at all times and kept in a clean and sanitary condition.

(f)  For multifamily dwellings or business premises that have no place for storage of trash containers behind the primary structure, or for multifamily dwellings or business premises where trash haulers cannot access dumpsters in the rear of the property, the property owner or lessee may apply for a permit from the Town to allow a screened front setback placement of dumpsters or other trash containers, such permit to be issued by the Town Clerk or his or her designee. This section does not apply to trash containers placed with approval of the Town in parks and on the downtown sidewalks for public use.

Pedal The Plains - The Town of Keenesburg has been selected to be an overnight town for the Pedal the Plains bicycle tour. The Keenesburg Chamber of Commerce is honored to host this event on Friday, September 15, 2017. They expect approximately 1200 people for that evening that will double our population for one night! As you can imagine, there is lots to do before that date arrives to prepare for this event. Many volunteers are needed to make this run smoothly, please call Debbie at Town Hall if you are interested in helping. Help us showcase our community and participate in welcoming these visitors. Thank you!

Payment Drop -Box - For your convenience, the Town has a payment drop- box at the northwest corner of Town Hall. Please be aware that the drop-box is closed on the 21st of the month and scheduled water shut-off days; therefore, please bring your payment inside Town Hall.

Building Permits are required for all permanent structures on your property; i.e. sheds, forts, playground equipment, etc., and must be inspected by Public Works for setbacks. If you have any questions, please contact Town Hall.

Town Garage Sale – Friday, September 22nd through Sunday, September 24th - It’s that time again to gather all your garage sale items!   If you would like to participate and have your address put on the map of town garage sales, please contact Town Hall to let us know the specific days you will be participating.

The Board of Trustees meets every month on the third Monday at 6:00 p.m. These meeting are open to the public and we invite you to attend to have a voice in your government. We welcome attendance, and offer an opportunity for public comment about any topic that is not on the agenda. Our attendance at these meetings has been minimal for many years, and we want and encourage anyone to attend whether it is to be more informed about what is going on in your government or if it is to make suggestions we welcome you!

The last board meeting was held July 17, 2017. The board approved an update to chapter 7 of the municipal code through ORDINANCE 2017-10. This ordinance is posted on our website, and an excerpt regarding trash containers is included in this newsletter. The board also approved ORDINANCE 2017-09 adopting the Southeast Weld Fire Protection District fire code by reference. There were a few items that were exempted from the 2012 fire code as it was adopted by the SEWFPD, and the town adheres to the same code as the district. One of the requirements of the fire code is to have your address clearly identified and visible from the street. This requirement is intended to help emergency responders and decrease response time. Please take the time to assure that your property is clearly marked with your address.

The board is also holding several work sessions to continue to review and update the municipal code. The next working meeting is on Monday, August 14, 2017 at 6:00 p.m.  

 

Neighborhood Watch held a meeting on Saturday, July 29 at 2:00 p.m. This was a very informative and productive meeting. Discussion took place about speeding on the residential streets, curfew, and the types of calls that Lochbuie is responding to in Keenesburg. The Lochbuie Police Department had three officers at the meeting to address resident concerns, and to answer questions. New block captains volunteered to join the neighborhood watch group in their efforts to help law enforcement by observing and reporting. The next meeting will be held on Saturday, August 19, 2017 at 2:00 p.m. at Town Hall, please plan to attend and support this group as we all work together to keep our town safe and reduce crimes of opportunity.

Public Works Report

There are several projects that the Public Works department are completing and have planned for the near future. Public works will begin painting crosswalks and parking stripes during the month of August. Please use caution when driving around the crew when they are in the road. Also, we have been working on improving public safety by adding signage; and increasing the number of MPH signs using new high visibility signage. If you have any concerns or have an area that you feel could use signage, please contact Marc Johns at mjohns@rtebb.net.

Additionally, we are improving the newly named John and Emma Meier Park located on Miller Street. A new sign for the park has been erected, and will soon be engraved, as well as the addition of new mulch for the park surface. In September, we will start the annual sewer jetting program. It is common during this process that some odor may be present in your house. When we do this, it can pull water out of the pea traps in the house which causes the odor. Running a little water back down will help with the odor.
